Provide Global function pointers for accessing DFS APIs that
1) allow or prevent the HW pulses. HW pulses are to be prevented
to detect the synthetic pulses.
2) query whether the HW pulses are allowed or not.

FW sends vdev stats on vdev down, current host
implementation does not process this event as host is
only processing the stats events for which stats are
requested.
On vdev down FW sends the last available vdev stats and
based on that host updates it's RSSI on disconnect.
With CP stats infrastructure host is not processing
this event and is not updating rssi on disconnect.
To address above issue add a logic to process all the
vdev stats event received by host.

Diag_log_max_entry should be used to determine wrap around condition
in DIAG_RX_EVENT_RECORD. Using incorrect max value results in invalid
access and memory corruption. Fix DIAG_RX_EVENT_RECORD to use diag_log
max entry instead of mgmt_max entry.

Smart monitor uses HOSTAP type and no subtype currently.
Also vdev_up is not sent for smart monitor vap. Therefore
target will not enable rx_unicast for this vap and in dfs
channel we dont receive pkts. To differentiate between
regular Host ap and smart monitor vap for target to enable
rx_unicast we send new subtype.

Update rx error stats. It is a summation of below failures:
- desc_alloc_failure [No free desc available]
- csum error [IP/TCP_UDP]
These failure stats are updated at pdev level and no need
to aggregate this.Directly add at pdev level and export.

During radar detection, with subchannel marking enabled, when the mode
is HT160, the secondary segment center frequency is determined by
adding +40 offset to the 160 band center frequency.
Consider the case where AP comes in channel 116 HT160. In this case,
the secondary segment center frequency is 5530 which is -40 to the
160 band center frequency (5570).
Primary segment center frequency is 5610 (+40 offset).
Due to this wrong offset addition, the channels added as part of
radar detection are in the wrong segment.
Find proper secondary segment center frequency used for radar
detection.

Printing ring stats from requesting txrx stats needs access PCIe link
so make sure it is resumed by doing a sync resume if it is runtime PM
suspended. Also response of h2t_ext_stats_msg from FW is not guaranteed
so tag it properly so that in HTC layer, corresponding "put" API will
be called right after sending the packet.

After enabling WAKE IRQ during runtime PM suspend, it is able to come
anytime because device wants to wake up. In order to avoid missing
to handle the IRQ and missing resume, set WAKE MSI monitor variable
before enabling WAKE IRQ.

Commit 13835b1aa2 ("qcacmn: Do not access bus in suspend_noirq")
adds enable/disable WAKE IRQ through hif_apps_irqs_enable/disable
APIs to bus suspend/resume routine which are also called by runtime
PM routine. However, runtime PM suspend/resume routine will also
enable/disable WAKE IRQ by itself so WAKE IRQ will be disabled twice
and only enabled once before entering suspend so the WAKE MSI will
be masked which results device requested resume failure. It is also
same for resume path. Hence remove enable/disable WAKE IRQ from
runtime PM routine.

Enable HTT_PPDU_STATS_TX_MGMTCTRL_PAYLOAD_TLV in pktlog LITE_T2H
to reap mgmt/ctrl information. This tlv is enabled by
changing the bit mask DP_PPDU_TXLITE_STATS_BITMASK_CFG to 0x3fff.
