Christoph Hellwig f60fe2df93 sit: impement ->ndo_tunnel_ctl ...

Implement the ->ndo_tunnel_ctl method, and use ip_tunnel_ioctl to
handle userspace requests for the SIOCGETTUNNEL, SIOCADDTUNNEL,
SIOCCHGTUNNEL and SIOCDELTUNNEL ioctls.
