Daniel Borkmann ad6dd7a9c4 bpf: pull in pkt_sched.h header for tooling to fix bpftool build
Dan reported that bpftool does not compile for him:

Fix it by importing pkt_sched.h header copy into tooling

There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.

Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
