Parav Pandit 58dcb60a22 IB/mlx5: Expose extended error counters
This patch adds below requester and responder side error counters,
which will be exposed by hardware counters interface and are supported
as part of query Q counters command extension.

Please notice that there are several guides for kernel developers and users.
These guides can be rendered in a number of formats, like HTML and PDF.

In order to build the documentation, use ``make htmldocs`` or
``make pdfdocs``.
