Stephen Hemminger 2d2abbab63 [TCP]: simplify microsecond rtt sampling ...

Simplify the code that comuputes microsecond rtt estimate used
by TCP Vegas. Move the callback out of the RTT sampler and into
the end of the ack cleanup.
