Enable WQ creation and modification with cvlan stripping offload. This includes: - Adding WQ creation flags. - Extending modify WQ to get flags and flags mask to enable turning it on and off. There are various text files in the Documentation/ subdirectory, several of them using the Restructured Text markup notation. See Documentation/00-INDEX for a list of what is contained in each file.
