Kiran Venkatappa ffc18dfd51 qcacmn: Update target resorce config with TWT params ...

Number of AP TWT and AP TWT stations are added in
target_resource_config to provide the configuration for TWT.
Add support in WMI to provide appropriate defaults for TWT.
