Jigar Agrawal eb511bb3f5 msm: camera: common: Fix the CPAS Calls ...

Fix the CPAS Start and CPAS stop call sequence
for the Sensor power up. Also, only start and stop
the CPAS when we really want to write to the
AON-Main Camera Mux register.
