Yuhui Zhao e96b109ca1 asoc: wcd9378: Optimize logic of swr_slave_clk_set ...

if there is any tx usecase running, reset tx swr
clk will make all the tx sequencer power off,
so check sys_usage_status first before reset
tx_swr clk
dont need set swr clk for inactive bank.
