Christopher Chopp 5cf3d57f4e qcacmn: Move ppdu_user_desc peer check in tx cap tlvs ...

Move the ppdu_user_desc assignments in all tx capture
before peer checks. FW sends the peer_id which is not
valid in host, so this check is needed to not
miss the sequence number in this scenario.
