qcacld-2.0 to qcacmn propagation

Adds qdf time api to get time of the day in millisec

Also send host timestamp to firmware, so that firmware can print the
logs timestamp in sync with host via the wmi interface,with
api wmi_send_time_stamp_sync_cmd_tlv()
