When Host receives the WMI_REG_CHAN_LIST_CC_EVENT from the target, the regulatory phymode bitmap is of the type WMI_REGULATORY_PHYBITMAP. Convert WMI_REGULATORY_PHYBITMAP values to REGULATORY_PHYMODE values in extract_reg_chan_list_update_event_tlv, to use it internally in the Host.
