qcacld-2.0 to qcacld-3.0 propagation

In 2.4GHz some stations advertise VHT capability IE in Assoc Req frame.
Add support to detect the VHT capability in vendor specific IE in
Assoc Req frame and establish the connection with VHT mode to
improve performance.
