Define a QCA vendor attribute
QCA_WLAN_VENDOR_ATTR_WIFI_TEST_CONFIG_FULL_BW_UL_MU_MIMO to
enable/disable full bandwidth UL MU-MIMO subfield in the HE PHY
capabilities information field for testing purposes.
