Whenever there is an interrupt,
mute the PA, then wait 1ms and unmute the pa and
check for another interrupt. Then if there are still interrupts,
retry muting and unmuting the pa with delay.
If interrupts persist, the PA will remain muted until there is a
usecase teardown or reset.
