Vulupala Shashank Reddy 389655e402 qcacld-3.0: Fix early stop scan threshold values ...

Currently we are reading early stop scan min and max
threshold to unsigned int, because of which we are
sending wrong values to FW.

Read early stop scan threshold min and max values
to signed int to send correct values to FW.
