Devender Kumar 051821c54f qcacmn: Fix for Vlan Header initialize ...

Vlan Header is not initialize before passing it
to IPA driver, due to this some Vlan header fields
are junk and causing issue in IPA driver.

Fix is to initialize the header with 0
