qcacld-2.0 to qcacld-3.0 propagation

Add support for NSS configurability per vdev type.
- Configure the 2g and 5g NSS with the INI value of
each vdev type
- Program the HT and VHT IE to FW for 1x1 and 2x2 mode,
FW will include them in scan probe request frames
