Amruta Kulkarni cc38830548 qcacld-3.0: Clear and set connected links bitmap ...

In case of MLO to SLO roaming, the connected links
bitmap is not reset for link vdev correctly.

To solve this post roaming, clear and then set the connected links bitmap.
