multiple targets can have same kernel config which can break
existing audio bazel compilation. Added support for multiple
project compilation for audio.

Add compilation support for volcano, includes
wcd9378 driver compilation, and add dedicated
configs for volcano which has different swr
version.

Modify the inputs of the target registration to accept
multiple variants and allow for an optional "product"
parameter.
Also some refactoring done to promote ease of use.
