Add qdf wrapper API for hash_for_each_safe which iterates over a
hashtable safe against removal of hash entry

There is a compilation issue if a variable is passed to
kernel api DECLARE_HASHTABLE.
TO resolve this issue, instead of passing a variable
pass a constant to DECLARE_HASHTABLE.
