qcacld-3.0: Fix style issues in cfg_proc_msg.c

Checkpatch reported the following issues, so fix them:
- ERROR:SPACING: space prohibited before that ':' (ctx:WxE)
- ERROR:SPACING: space prohibited after that '*' (ctx:ExW)
