qcacld-3.0: Remove transaction_id from tdls_send_mgmt_rsp

The transaction_id in struct tdls_send_mgmt_rsp is unused, so remove
it. Also remove the comment that implies this struct has the same
structure as tSirSmeRsp since it does not.
