David Chao e21617d617 thermal: update thermal config ...

Based on EVT1.0 and SpeedTest results to update thermal formula v0.7-1117,
Also add:
- CPU/GPU power budget = CPU/GPU default power budget - MODEM power * 0.3
- Start throttle charging at 25C.
