Eric Biggers 52e9368fe6 crypto: ecb - convert to skcipher API ...

Convert the ECB template from the deprecated "blkcipher" API to the
"skcipher" API, taking advantage of skcipher_alloc_instance_simple() to
simplify it considerably.
