Mukesh Kumar Savaliya c5efd3441c i2c: i2c-msm-geni: Do i2c transfer if IOS in good state ...

This change ensures the i2c IO lines are in proper state before starting
the new transfer. This way we dont run into post transfer issues like
NACK/cancel and related unwanted operation if lines are not Pulled high.
