Sam Ravnborg 4832b99255 sparc64: use up-to-data genirq functions ...

Drop all uses of deprecated genirq features.

The irq_set_affinity() call got a third paramter 'force'
which is unused.
For now genirq does not use this paramter and it is
ignored by sparc.
