ec8f24b7fa treewide: Add SPDX license identifier - Makefile/Kconfig 
Add SPDX license identifiers to all Make/Kconfig files which:

 - Have no license information of any form

These files fall under the project license, GPL v2 only. The resulting SPDX
license identifier is:

  GPL-2.0-only

8027923ab4 x86/microcode/intel: Remove intel_lib.c 
Its functions are used in intel.c only now, so get rid of it. Make
functions static.

No functionality change.

fe055896c0 x86/microcode: Merge the early microcode loader 
Merge the early loader functionality into the driver proper. The
diff is huge but logically, it is simply moving code from the
_early.c files into the main driver.

bad5fa631f x86, microcode: Move to a proper location 
We've grown a bunch of microcode loader files all prefixed with
"microcode_". They should be under cpu/ because this is strictly
CPU-related functionality so do that and drop the prefix since they're
in their own directory now which gives that prefix. :)

While at it, drop MICROCODE_INTEL_LIB config item and stash the
functionality under CONFIG_MICROCODE_INTEL as it was its only user.
