The documentation about the CFS scheduler is scarse when it comes to
scheduling policies. This patch adds a chapter about the scheduling
policies it supports. Peter Zijlstra provided most of the information
for it in

SCHED_DOMAIN_DEBUG mentioned in the Documentation for sched-domains
for enabling sched-domains debugging doesn't exist anymore.
Update the documentation to reflect the correct way of enabling
sched-domain debugging.
