2b8ff9f276 sh/PCI: Remove __init optimisations from IRQ mapping functions/data
Currently many IRQ mapping functions and data structures use the __init and
__initdata optimisations. These result in the relevant functions being
innaccessible after boot time.

However for deferred IRQ assignment it is important to have access to these
functions at PCI device enable time.

Therefore, remove the optimisation from the relevant data structures and
functions to prepare for deferred IRQ assignment.

d5341942d7 PCI: Make the struct pci_dev * argument of pci_fixup_irqs const.
Aside of the usual motivation for constification,  this function has a
history of being abused a hook for interrupt and other fixups so I turned
this function const ages ago in the MIPS code but it should be done
treewide.

Due to function pointer passing in varous places a few other functions
had to be constified as well.

b6c58b1d98 sh: Improved multi-resource handling for SH7780 PCI.
The SH7780 PCI controller supports 3 different ranges of PCI memory in
addition to its PCI I/O window. In the case of 29-bit mode, only 2 memory
windows are supported, while in 32-bit mode all 3 are visible. This
attempts to make the resource handling completely dynamic and to permit
platforms to map in as many apertures as they can handle.

2d5efc190e sh: pci: Move the se7751 fixups in to arch/sh/drivers/pci/.
The se7751 was still doing the PCI fixups in its own board directory,
so we move it over to arch/sh/drivers/pci/ with the rest of the board
fixups. It has bitrotted significantly over the years, so will still
likely need a bit of work to bring back up to date.
