This change defers the resolution of package elements that
are named references until after the entire namespace has been
loaded from the definition block. This allows such references
to be in fact forward references for both module level code
and control methods.

This patch removes unnecessary memset() invocations where
kmem_cache_zalloc() is used for allocating memory. It also helps to
reduce source code differences between ACPICA upstream and Linux.

Tracing is no longer needed for many of the low-level function.
Removing the trace mechanism from these functions improves
performance a small amount, also simplifies the debug trace output.

Also, in function headers, the parameters are now translated to
lower case (with underscores if necessary.)
