c417a4c7de PCI: rockchip: Add poll and timeout to wait for PHY PLLs to be locked

The RK3399 PCIe controller should wait until the PHY PLLs are locked.
Add poll and timeout to wait for PHY PLLs to be locked. If they cannot
be locked generate error message and jump to error handler. Accessing
registers in the PHY clock domain when PLLs are not locked causes hang
The PHY PLLs status is checked through a side channel register.
This is documented in the TRM section 17.5.8.1 "PCIe Initialization
Sequence".

9cf2b21aa9 PCI: rockchip: Make 'ep-gpios' DT property optional

The Rockchip PCIe controller DT binding clearly states that 'ep-gpios' is
an optional property. And indeed there are boards that don't require it.

Make the driver follow the binding by using devm_gpiod_get_optional()
instead of devm_gpiod_get().

6e0832fa43 PCI: Collect all native drivers under drivers/pci/controller/
Native PCI drivers for root complex devices were originally all in
drivers/pci/host/.  Some of these devices can also be operated in endpoint
mode.  Drivers for endpoint mode didn't seem to fit in the "host"
directory, so we put both the root complex and endpoint drivers in
per-device directories, e.g., drivers/pci/dwc/, drivers/pci/cadence/, etc.

These per-device directories contain trivial Kconfig and Makefiles and
clutter drivers/pci/.  Make a new drivers/pci/controllers/ directory and
collect all the device-specific drivers there.

No functional change intended.
