powerpc: Replace setup_irq() by request_irq()
...
request_irq() is preferred over setup_irq(). Invocations of setup_irq()
occur after memory allocators are ready.
Per tglx[1], setup_irq() existed in olden days when allocators were not
ready by the time early interrupts were initialized.
Hence replace setup_irq() by request_irq().

powerpc/8xx: add __init to cpm1 init functions
...
Functions cpm1_clk_setup(), cpm1_set_pin(), cpm_pic_init() and
mpc8xx_pic_init() are only called from __init functions, so mark
them __init as well.

Only 8xx selects CPM1 and related CONFIG options are already
in platforms/8xx/Kconfig
Move the related C files to platforms/8xx/.
