Add a vendor hook for modules to know when the topology
code has determined the max capacity of cpus.

Remove macro versions of hooks that are no longer needed. The
macro versions are still needed when the _rcuidle version
of the hook is used (as in include/trace/hooks/debug.h).

The 'cpus' parameter is now a constant pointer, so fix up the parameter
definition so that the build no longer breaks.
This was caused by upstream commit a20b7053b5 ("cpufreq,arm,arm64:
restructure definitions of arch_set_freq_scale()")

Different cpu type will have different suppression ratio.
So we add cpumask parameter to cpu capacity vendor hook.

Current CPU capacity is scaled by frequency
but it will sometime overestimate.
Add vendor hook to adjust cpu capacity.
android_vh_arch_set_freq_scale
Adjust cpu freq scale for each opp.
