The fw recently added an option to set tx power reduction
per station (in the lq_cmd command), and get the tx power
reduction used (in the tx_resp struct).
Use them and propogate this value up to mac80211's tx
response (in order to use it later in the rate-scaling
algorithm).

This will allow to get sniffer captures with correct
settings for these HT / VHT capabilities.
Also set the corresponding HAVE_MCS / VHT_KNOWN bits in
the registration to mac80211.

Enable rs algorithm to use VHT rates and use 80Mhz.
This enables reaching VHT rates which wasn't possible.

VHT introduces MCS8 and MCS9. Update the expected tpt tables
to include these. Previous expected values for 20/40 MHz
are incorrect in certain cases so fix these as well.

dual licensed - GPL / BSD.
The file that contains the license in the kernel is COPYING
and not LICENSE.GPL.
