PM: sleep: core: Rename dev_pm_smart_suspend_and_suspended()
Because all callers of dev_pm_smart_suspend_and_suspended use it only for checking whether or not to skip driver suspend callbacks for a device, rename it to dev_pm_skip_suspend() in analogy with dev_pm_skip_resume().
