MIPS: Wire up the restartable sequences (rseq) syscall
Wire up the restartable sequences (rseq) syscall for MIPS. This was
introduced by commit d7822b1e24
("rseq: Introduce restartable
sequences system call") & MIPS now supports the prerequisites.
