s390: vfio-ap: implement VFIO_DEVICE_GET_INFO ioctl
Adds support for the VFIO_DEVICE_GET_INFO ioctl to the VFIO AP Matrix device driver. This is a minimal implementation, as vfio-ap does not use I/O regions.
