xdp: export xdp_rxq_info_unreg_mem_model

Browse Source 
Export __xdp_rxq_info_unreg_mem_model as xdp_rxq_info_unreg_mem_model,
so it can be used from netdev drivers. Also, add additional checks for
the memory type.
