drm/radeon/dpm: add late_enable for KB/KV
Make sure interrupts are enabled before we enable thermal interrupts. Also, don't powergate uvd, etc. until after the ring tests. Signed-off-by: Alex Deucher <alexander.deucher@amd.com>
