[PATCH] move capable() to capability.h

- Move capable() from sched.h to capability.h;

- Use <linux/capability.h> where capable() is used
	(in include/, block/, ipc/, kernel/, a few drivers/,
	mm/, security/, & sound/;
	many more drivers/ to go)
