sysctl: Enable PARISC "unaligned-trap" to be used cross-arch
PARISC defines /proc/sys/kernel/unaligned-trap to runtime toggle unaligned access emulation. The exact mechanics of enablig/disabling are still arch specific, we can make the sysctl usable by other arches.
