drivers: hwspinlock: add framework
Add a platform-independent hwspinlock framework. Hardware spinlock devices are needed, e.g., in order to access data that is shared between remote processors, that otherwise have no alternative mechanism to accomplish synchronization and mutual exclusion operations.
