ANDROID: mm: fix build issue in spf when CONFIG_USERFAULTFD=n
When CONFIG_USERFAULTFD=n __VM_UFFD_FLAGS mask is undefined and produces build error. Fix it by making the check conditional on CONFIG_USERFAULTFD.
