bpf: support raw tracepoints in modules

Browse Source 
Distributions build drivers as modules, including network and filesystem
drivers which export numerous tracepoints.  This enables
bpf(BPF_RAW_TRACEPOINT_OPEN) to attach to those tracepoints.
