[TG3]: Add TG3_FLG2_IS_NIC flag.
Add Tg3_FLG2_IS_NIC flag to unambiguously determine whether the device is NIC or onboard. Previously, the EEPROM_WRITE_PROT flag was overloaded to also mean onboard.
