mm/hmm: remove the unused HMM_FAULT_ALLOW_RETRY flag
The HMM_FAULT_ALLOW_RETRY isn't used anywhere in the tree. Remove it and the weird -EAGAIN handling where handle_mm_fault() drops the mmap_sem.
