kcmp: fs/epoll: wrap kcmp code with CONFIG_CHECKPOINT_RESTORE
kcmp syscall is build iif CONFIG_CHECKPOINT_RESTORE is selected, so wrap appropriate helpers in epoll code with the config to build it conditionally.
