xfs: remove XFS_ALLOCTYPE_ANY_AG and XFS_ALLOCTYPE_START_AG

XFS_ALLOCTYPE_ANY_AG  was only used for the RT allocator and is unused
now, and XFS_ALLOCTYPE_START_AG has been unused for a while.
