ice: Align macro names to the specification
[ Upstream commit d6730a871e68f10c786cdee59aebd6f92d49d249 ] For get PHY abilities AQ, the specification defines "report modes" as "with media", "without media" and "active configuration". For clarity, rename macros to align with the specification.
